Abstract: 
This paper presents a management architecture that enables wireless systems to operate in the Beyond 3G context, while allowing users to benefit from the Always Best Connected concept. It focuses on the structure and functionality of a general network and service management system for heterogeneous wireless access networks, capable of optimising service delivery and traffic load distribution in composite radio environments. Aspects concerning the communication between the user terminals and this management system receive special attention. A test case where the validity of this management architecture’s functionality is verified, and consequent results, are also presented
